Enhanced Environmental Outcomes Framework

The Enhanced Environmental Outcomes Framework (EEOF), developed by CO2 Australia in partnership with Queensland Conservation Council, sets out a science-based pathway for renewable energy projects to deliver genuine, measurable gains for nature. Responding to evidence that existing environmental laws and offset policies are failing to halt biodiversity decline, the framework moves beyond "business-as-usual" offsetting toward outcomes that achieve real ecological restoration.

Built around a five-stage implementation plan, the EEOF guides proponents to identify affected ecological realms, develop regionally informed priorities in partnership with stakeholders and Traditional Owners, and design Enhanced Environmental Outcome Projects (EEOPs) that exceed statutory requirements. This includes delivering 120% of required offsets and committing to additional land-based restoration aligned with regional conservation and cultural goals. The framework emphasises clear baselines, robust monitoring methodologies, long-term governance, and secure funding to ensure outcomes are transparent, enforceable, and maintained over time.

By integrating regulatory reform, strong governance, and cultural inclusion, the EEOF positions Queensland to lead in embedding nature-positive, climate-resilient outcomes within its renewable energy transition.
